19-23 on the second move, instead of 13-18

In this puzzle, the correct answer is given as 1...23-28 2.32x1 13-18, but why doesn't 19-23 work as well?

On lichess, there is an opening book with both moves and games of master level players (2200+ in chess rating) and of lichess players. Would it be possible for lidraughts to have something like this?

And the result is not 0-0, it is still won or lost for one side, it's a normal game, it just doesn't count for the tournament
