In this puzzle, the correct answer is given as 1...23-28 2.32x1 13-18, but why doesn't 19-23 work as well?

19-23 on the second move, instead of 13-18

After 19-23 white can also capture two pieces using the piece on square 30. Unlike in Frysian, in regular draughts you're not forced to take with the king if a man and a king can capture the same number of pieces.
