I'm looking at toernooibase.kndb.nl, draws seems to be under 25%, but I'm not sure what time controls are used. If something like classical FIDE time control was used (90+30 minutes with 30s increment), what draw rate should be expected?

A high number of draws under high time control (i.e., >30' per game) is one of the reasons that players adapt to other variants of draughts.
Some players try to play other variants where a minimal material advantage is enough for winning (examples: Frisian, Thai, Argentinian, English, Italian, Turkish, Greek, Armenian). Some players try to play known variants under extra rules (examples: Hoogland king rule which allows to capture opponent king, but not simple checkers, diagonally and orthogonally, and this rule is particularly efficient on big size boards). Some try to play on other size boards: for example, 10x10 and 8x8 are not so competitive as 10x8 or 8x10. Some enjoy draughts and semi-tower draughts, some enjoy two-move subvariants.
However, these differences does not match change the essence of draughts: all variants are harmoniously related to each other, basic tactics can be applied to any new variant or subvariant.
