Penalties to aborted or abandoned games

Many games in Lidraughts are created every minute, but when I accept a challenge shown in the Lobby two things usually happen:
1 - the creator of the challenge is not more on-line, and the game ends after some seconds.
2 - the creator of the challenge decides to abort the game because the rating of its opposite player is quite low.

For both cases, there should have a penalty concerning the rating, which could decrease in few points (not more than 10) in the first case, and in not-few points (something between 50 and 100) in the second case.

The difference is simple: in the first case, a problem on internet connection can happen to the creator of the challenge, and it would be bad to punish him due to external problems; in the second case, the creator of the challenge must learn to change the rating range of the other players that he accepts to play against.

Are these propositions acceptable?

I think that if a player intentionally cancels 10 games, they should be sent a warning, and if it is ignored, they should be banned from playing for a certain period of time.

Yes. The warning message and the ban from playing are normal penalties here and in other websites.
My idea is to add rating points to the players that accept challenges but their creators abort or cancel games.
All players may know how to set rating range while creating a new challenge.
